Salim Bhabhrawala, Critical Materials Program Manager, Office of Manufacturing and Supply Chains, U.S. Department of Energy

Salim Bhabhrawala (he/his/him) is currently the Critical Materials Program Manager in the Office of Manufacturing and Supply Chains (MESC) at the Department of Energy (DOE). Prior to that, he was the Critical Materials Sector Lead at the Office of Materials Industry at the Department of Commerce. He is originally from the Detroit area and has a bachelor’s degree in international economics from Michigan State University, and a master’s degree in global finance from the University of Denver. In his current role, Mr. Bhabhrawala and his team are tasked with catalyzing the development of the domestic clean energy sector industrial base through targeted investments under the provisions of the Bipartisan Infrastructure Law and the Inflation Reduction Act. These investments via grants, awards, loans and tax provisions will establish and secure domestic supply chains and recycling policies for the critical minerals needed to make the transition to a clean-green economy. Mr. Bhabhrawala currently lives on Capitol Hill in Washington, D.C. with his partner and two children. He also sits on several U.S. Government Diversity & Inclusion Advisory Councils and Advisory Committees.

Joe Pickard, Chief Economist and Director of Commodities

Joe Pickard serves as the chief economist and director of commodities at ISRI. Since 2010, Pickard has directed ISRI’s research and analysis on recycled commodity markets and the key economic role recycling plays in the U.S. and globally. Previously, Pickard served as the economist for the International Copper Study Group in Lisbon, Portugal. As a member of the Industry Trade Advisory Committee (ITAC) No. 5, he serves as an advisor to the U.S. Trade Representative and U.S. Commerce Department on trade issues related to nonferrous metals and critical minerals. Pickard holds an M.A. in economics from Virginia Tech and a B.A. from Loyola University Maryland.
