Recycled Content Mandates

  • Or. Rev. Stat. Vol. 13, Title 36A, Ch. 459A Reuse and Recycling
    • ORS 459A.505 Minimum recycled content for newsprint: at least 7.5% of the annual aggregate fiber content of post-consumer waste paper (includes conditions based on price properties and availability)
    • ORS 459A.520 Minimum recycled content for directories: 25% recycled content by weight and at least 15% post-consumer waste (includes conditions based on availability and quality)
    • ORS 459A.550 Report on use of new and recycled glass; minimum percentage of recycled glass required: Glass food, drink, or beverage containers manufactured within Oregon or within 750 miles of the state borders must contain 50% recycled glass as of 2009.
    • ORS 459A.655 Minimum reuse, recycled  material or recycled content for rigid plastic containers: as of 1995, rigid plastic containers sold in Oregon at a rate of 25%, or be able to be reused 5 more times.
    • ORS 459A.755 (Checkout Bags) Definitions. Recycled paper checkout bags must contain at least 40% post-consumer recycled fiber, nonwood renewable fiber, or a combination of both that totals at least 40%.
    • ORS 459A.884 Membership fees charged by producer responsibility organization. As part of the packaging EPR program, the criteria for PRO fees to member producers must consider factors including the post-consumer content of the material, but does not set specific targets.
    • ORS 459A.908 Roll carts: Local governments must ensure that roll carts, bins, and containers purchased by their service providers are at least 10% post-consumer recycled material, certified by an independent verification standard.
