Last week, ISRI participated in a trade association panel discussion at the U.S. EPA’s Small Business Environmental Assistance Program (SBEAP) Annual Training in Alexandria, Virginia. This panel offered the opportunity to introduce the recycling industry to state SBEAP officials and to learn about SBEAP assistance opportunities for the industry.
The SBEAP was established under Title V of the 1990 Clean Air Act (CAA) Amendments and has offices in all states, Puerto Rico, and U.S. Virgin Islands
. These offices assist eligible small businesses on environmental compliance on a confidential non-enforcement basis and free of charge (one eligibility criterion is 100 or fewer employees; see eligibility criteria
). Although authorized under the CAA, many (if not most) SBEAP offices offer some compliance assistance beyond the CAA, but you should check with your state office
During the discussion and Q&A period, ISRI described the state-level challenges of misidentification and misregulation of scrap as solid waste and recycling as solid waste management and identified the major areas of state-level environmental compliance. State SBEAP officials expressed interest in working with ISRI and other trade associations to enhance the SBEAP offices’ outreach to small businesses in the associations’ industrial sectors.
