ISRI Time Capsule: A Scrap-Is-Not-Waste Victory

From its earliest days as an association, ISRI started working with legislators and regulators to establish the distinction that “scrap is not waste” and “recycling is not disposal.”

June1TimeCapsuleScrapIsNotWasteThat distinction was crucial in ISRI’s fight for liability relief under Superfund and regarding international scrap trade issues under the Basel Convention. In 1997, ISRI scored a big scrap-is-not-waste victory when the U.S. EPA passed a final rulemaking exempting certain types of scrap metal from the definition of solid waste under the Resource Conservation and Recovery Act and unprocessed scrap from its Subtitle C hazardous waste regulations.
