The Institute of Scrap Recycling IndustriesInc. (ISRI) is the non-profit trade association that is the “Voice of the Recycling Industry.” Based in Washington, D.C., ISRI represents more than 1,500 private and public for-profit companies that process, broker, and industrially consume scrap commodities, including ferrous and nonferrous metals, paper, electronics,rubber, plastics, glass, and textiles. ISRI members employ more than 50,000 individuals and operate at more than 3,000 facilities worldwide, more than 80 percent of which are located in the United States.
ISRI assists member companies by providing a variety of products and services designed to help them run better, cleaner,safer, and more profitable operations. From guidance on material theft prevention and SREA compliance to the Recycling Industry Operating Standard (RIOS) and the industry’s most comprehensive collection of safety training materials, ISRI is and will continue to be the “Voice of the Recycling Industry.”
Many ISRI member companies are familyowned businesses, and a significant number of them have been in continuous operation for 100 years or more. ISRI members range in size from small, one-yard operations to large, publicly held corporations with multiple facilities nationwide and even worldwide. Other ISRI members focus on brokering and trading recyclable materials, consolidating them from a variety of businesses to expedite the fulfillment of consumer needs.
ISRI’s associate members include equipment and service providers that market to the scrap recycling industry. Manufacturers and sellers of equipment and services—like shredders, balers, cranes, cargo transporters, computer systems, and more—find value in promoting the scrap recycling industry through their membership in ISRI. Companies that are consumers of scrap are also welcomed as members of the association as their input is extremely valuable to the operations of this industry.
Among its services, ISRI provides education,training, advocacy, and compliance guidance and promotes public awareness of the value and importance of recycling to the production of the world’s goods and services.
A board of directors, elected for two-year terms, governs ISRI. Board members establish and review the vision and mission of ISRI, participate in the development of strategic goals that advance the association’s mission, set ISRI policy, and serve as a forum for public debate on key issues that affect the
members. The board consists of the officers of the association, the presidents or elected representatives of each chapter, up to three directors from each division, seven directorsat-large, one associate member, and past association chairs/presidents.
ISRI has established a number of councils to meet the needs of specific market segments or groups of members within the organization. Council participation gives members a voice in issue discussions and provides a vehicle to bring industry issues and association needs to the forefront.
Consumers Council: Open to all ISRI members who consume scrap metals, paper, plastics, glass, textiles, rubber, and electronics.
Council of Chapter Presidents: Open to all ISRI leaders who want to discuss issues of concern at the local chapter level. The focus of this council is to strengthen the quality of ISRI’s 21 chapters.
Equipment & Services Providers Council: Addresses the issues of domestic associate members who meet the equipment and service needs of the industry and who
support ISRI programs through sponsorships and participation.
Safety & Environmental Council: Twice-a-year meetings of member safety and environmental professionals provide information and professional development.
Women’s Council: This council is an open forum created to represent the diversity of all members and provide opportunities for networking, education, and discussion of issues of interest and concern to those engaged in all aspects of the recycling industry.

ISRI’s Web site contains a wealth of information important to the scrap recycling industry. The site includes the most up-to-date version of the Scrap Specifications Circular,information on meetings and events, compliance guidance, safety training, trade, and much more. Scrap Specifications Circular—provides guidelines for buying and selling a variety of processed scrap commodities, including ferrous, nonferrous, paper, plastics, electronics, rubber, and glass.
Superfund Recycling Equity Act Guidance Manual—the most comprehensive volume on the effect of the new Superfund law on the scrap industry, providing practical, easy-to-follow guidance. This loose-leaf publication, arranged for convenient updating, covers Superfund guidance; the definition
of a “recyclable material”; arranging for recycling; and evaluating consumer compliance. ISRI members receive one free copy and may purchase additional copies at special quantity discounts.
Environmental Operating Guidelines— identifies potential sources of environmental problems and suggests management practices and a range of control technologies to address these problems. This CD-ROM resource is updated as required by changes in federal environmental laws.
Insurance Purchasing Guide—a comprehensive publication that assists members in determining their risks and insurance needs.
ISRI’s government relations program addresses a range of issues affecting the scrap industry on the international, federal, state, and local levels. In addition to its strong advocacy program, ISRI’s government relations department oversees several programs designed to assist members with environmental, health, and safety compliance, many of them offered free to members. Additionally, members can participate in low, fixed-cost fee-for-service programs that allow them to tailor programs to their needs.

Recycling Industry Operating Standard
(RIOS) is an integrated management system standard for quality, environment, health, and safety (QEH&S) specifically designed for the scrap recycling industry. RIOS provides value to member companies by providing structure for managing and continually improving their QEH&S programs. With RIOS in place, a company can reduce costs and increase revenue through better QEH&S performance. If a company takes the next step of obtaining third-party certification to RIOS, its certification will send a strong message to its neighbors, consumers, regulators, and legislators that it consistently produces quality products while protecting its workers and the environment. RIOS certification will distinguish participating companies from among the crowd and give them a competitive edge. RIOS and its accompanying RIOS Implementation Guide, RIOS Train-the-Trainer Training, and third-party certification are now available to RIOS members.
