ISRI Chair Frank Cozzi signs the EPA
memorandum of understanding that establishes the
National Vehicle Mercury Switch Program.

Calling it "a new model for industry cooperation
toward environmental protection," ISRI Chair Frank
Cozzi hailed today's signing of an Environmental
Protection Agency memorandum of understanding
establishing the National Vehicle Mercury Switch
Recovery Program.
"While many will recognize this agreement for its
success in mercury reduction, it is important to
also recognize the monumental effort it took to get
us here today," Cozzi said. "The EPA's
Administrator and staff have worked hard to bring
everyone involved in the auto recycling chain to the
table and harder still to forge a cooperative
agreement that truly has a chance of making progress
on this tough issue."
For more than two years, EPA has worked with
ISRI, auto recyclers, environmental groups, the
steel and auto industries to develop a workable
program to reduce the amount of mercury introduced
into the environment from automotive mercury
switches. Crafting a program that was
satisfactory to all parties, while also achieving
manageable success, was a tremendous task.
"Thanks to the EPA, we have proved that
government, business, and the environmental
community can find workable solutions together,"
Cozzi continued. "That success may well
outlast the agreement signed today. I hope that
it will serve as a model that can substitute for
traditional rulemaking that too frequently cannot
address all of the issues and concerns of parties
involved."
